yea, your on the right track with painting aluminum... I don't know if dish soap really does much other than get rid of any grease or oil, but I usually just use acetone for that..
The key is the primer... self etching primer is decent, but for the most durability and adhesion, you want to use...
I used iterlux brightside 1part poly paint... it rolls and tips excellent, but not incredibly durable... after a year, there are a few small chips but the good thing is it can be repaired super easy...
If you are going for a shiny finished look, I'd highly recommend using duratec with the gelcoat.
I think the "parts store" resin is the key here... if you mean autoparts store, then its most likely not laminating resin... it probably has the wax in it to fully cure so it can be sanded for body work...

I would hesitate to take the approach you're going for.. Leaving that channel won't let you grind down the fiberglass surface on the sides and bottom of the channel to get to fresh/clean fiberglass... You aren't going to get there with cleaners/chemicals, you need to abrade the glass down to...
Their stainless hardware is stainless, but its most likely an 18-8 grade. Its reasonably corrosion resistant, but can start to rust with a lot of salt exposure..
Most marine grade stuff is 316 stainless which is the go to...

Man, you might have converted me.. not gonna redo the whole thing at this point, but only two years after painting the inside of my boat with interlux brightside, I've already got some spots peeling...
Some of it is my fault and I had an old shoddy cover on the boat the first winter and I think...
When I matched up my gelcoat, I put an area of clear packaging tape on the hull and then put my dab of gel on the packaging tape, that way I could get a very clear visual on the color match... It wasn't perfect but you gotta be closer than a couple feed to see it.
