1987 STRATOS 179V bass boat, black plastic triangular part identification

I have a 1987 Stratos 179V boat with a 150hp Johnson engine. My question is, I have a loose triangular shaped black plastic part with a black cord or wire attached to it that appears to have been glued to the fiberglass hull inside the bilge and broke loose. This part is located under the gas tank in the back end of the boat. I just want to know what it is and if it will affect the operation of the boat?

Yes I have one of those on the outside back of the boat. The black part is inside the bilge under the gas tank, not sure if it is O.K. to be floating around in there or should it be glued in place like it was at some point. Thanks for your help!!
