Cavitation problems with 17' Mirrocraft Holiday

Just purchased a 2003 Mirrocraft Holiday 17' with 2005 Merc 115 4-stroke EFI. Having problems with cavitation unless motor is trimmed all the way down (so far that it plows the bow into the water). Motor is installed 1 bolt-hole up from all the way down which is what Mirrocraft recommends. When pulling skiers or tubers I have to have the motor all the way down or it cavitates whenever I even slightly turn the motor.
Wondering - where do other Mirrocraft Holiday owners have their motor installed on the transom, and has anyone else ran into the same issue?
