226 Transom cooler / baitwell

How do I use the transom cooler on my Cobalt 226? There doesn't seem to be a plug, just a metal fixed piece in the center of the drain.
Also, there is a shutoff ball valve inside the engine compartment, but it's not the easiest thing to reach. Am I supposed to close that in order to keep the water/ice in the cooler, or am I missing a plug?

On my 226 it drains out via thru-hull on starboard side of transom. There is no plug at all...

Mine is the same way. I don't worry about it. The water drains which is fine with me. When the ice is gone, just add more. It doesn't hold much so it is not too big of a deal for me.

My old boat had a fully lined ski locker. We once filled that with ice and beverages. Made for a great cooler.

I have the same effect, but I was wondering what the use was for the ball valve inside the engine compartiment?
My bet is for when you use the cooler as a compartment holding water (with live bait?)
