1994 Baja Islander 170

I recently purchased a 1994 Baja Islander 170. It has a 1994 Mercury 125 ELPTO and 13x19 aluminum prop. I changed all spark plugs and fuel filter yesterday. When I took the boat out yesterday evening. I couldn't acheive a top speed over 30 MPH (GPS) at 5000rpms. The boat seems sluggish out of the hole and will die if I give it too much throttle. Any suggestions? anybody?
