Brake Actuator not sliding back to position

Bought new surge brakes for my trailer. Tie Down brake actuator. Installed everything last night. Problem is the actuator doesn’t appear to be sliding back and forth when on the hitch. It gets stuck in the compressed position. I have to unhitch the trailer and loosen the bolts in the front (where the rollers are) to release tongue.
Bled brakes twice
verified sufficient fluid
tried loosening bolts as far as I safely could

The actuator (master cylinder) is along for the ride. When brake is applied the weight of the trailer moves and thereby applying pressure to the MC. When trailer moves back, pressure is released. The issue I'm seeing is the hitch mechanism is binding or hanging and the trailer cannot move away when tow moves forward.

What hitch do you have?

I have the same actuator.

When everything is properly bleed and adjusted, the coupler doesn’t move more than a 1/4” or so

If it moves more than that or clunks when you stop it start the coupler needs fluid or bleed.
