dumb sea doo question

just bought a cherry 1992 seadoo sp 600.at the rear of it are 2 vents.i looked in these vents and there is a piece of styrofoam in each side.should these be here?if so what is their purpose?

They are combustion air vents. The newer models vent around the seat. The foam is flotation material. From the pic it looks like it does not restrict airflow.
