98 seadoo gtx rfi - no electrics and not starting

Pulled it out to check it over and its dead. No dashboard readout, no beeps and no start. Cables and engine ground are good, fuses are good and battery is new and fully charged. Shorted starter to battery briefly and it turns over ok. Manual does not give me any fault finding info on this condition other than to refer me to electrical and engine management systems.

Any info would be appreciated, how to test components etc?

Well, I tested dess post, beeper, info center and inspected harness and all was good. Concluded that the only reason would be a failed Mpem, bit the bullet and bought one and that was it. Seadoo is running good but I cannot afford the gas now.
