Sea Doo GTI 1996 type 717, will not turn over

I have just rebuilt the carb on a sea doo. I am a total newbie on jet skis. the jet ski will not turn over. when I place kill switch onto the ski, it beeps twice. nothing happens when I hit the red start button. I jumped the solenoid, the engine turned over and started, I hit the red button and it shut off. I jumped the solenoid again and it started and ran a few seconds then shut off. now it appears that I have no fire going to my plugs when I jump the solenoid. all 4 fuses looked ok.
I am getting no voltage to the wires that trigger the solenoid when I hit the red button.. any idea where to start and what to test?
