a hickuping 99 1200 xlt ltd

i have a 99 xlt 1200 ltd waverunner it has always been a bit hard to start but thats not my issue . at idel it does fine at wide open and all ranges does good to , but at 200 to 400 rpm higher than idel it hikups, or sneezs about every 5 seconds around 1000 rpm = 2mph , it is worse cold than hot any ideas ? i am an outboard tech just not all that fameliar with pwc even though owning one make me learn rather pay labor rate s i was thinking reeds but not too excited bout replaceing them on just my thoughts . i have installed the D plate in the exhaust is the only engine upgrade at this point

Check compression, fuel filters and clean the carb.
