Bayliner Jazz sj120- won't turn over

My friend just bought a Jazz 120, and after 3 weeks on the water, they were running it and it quit while pulling 3 kids on a tube. It wouldn't turn over much, maybe a half a revolution like it had a dead battery. He paddled it to my cottage, and we throw it on the battery charger. 2 hours later, same thing. We swapped out the battery from my boat, same thing. It does turn over, but only about a half turn.

Does this sound like an oil injection failure? I am thinking we need to pull the plugs and squirt wd-40 in all cyl and try to turn it over without spark plugs. Would that damage the ignition?

Yes pull the plugs , rotate by hand to insure the motor is not locked . if it is ok remove the starter and bench test it .
