Fuel leaking out vent while sitting idle

I have a 2000 Kawasaki JT1100-C1 STX DI and every year when it store it for winter I fill the gas tank. Several times in the spring (like this year again) I uncover it to find fuel leaked out of the vent behind the handlebars and runs down and disolves the rubber contact cement that holds the rubber foot pads in place. This year the fuel ruined the rubber foot pad as well. I am looking for what causes this? Any help would be appreciated.

This has never happened while in use during the summer.

Check with dealer. Might be recall or fdm about that. If it's not vent properly the pressure in tank builds up and gas has to go somewhere.
