problem with a 91 seadoo sp 580

engine idles fine but when i give it gas the engine reves up and down up and down and thats it.new plugs and fresh gas.does this thing have a rev limiter?i am running it with a garden hose hooked up and the engine and it is running cool so it's not overheating.any ideas? thanks

Are you running it wide open (WFO)??? If so then yes there is a rev. limiter on it. If you mean all thru the sprectum it sounds like a vacum (intake) leak.
