Pitch is an inch measurement. Assuming theoretically impossible zero slip, a 17" pitch prop will move the boat 17" forward per revolution. The 19 will move the boat 19" forward per revolution.

In car terms, the 19 will be a higher/steeper/harder-to-push "gear" for the motor when compared to a 17, therefore it requires more power to turn, and less revolutions to go the same speed.

The 17 will accelerate quicker out of the hole. The 19 will allow the boat to go faster at the same RPM.

Two inches of pitch. But I doubt that's the answer you're looking for.

The lesser pitch will let the motor rev higher and accelerate faster. An inch of pitch accounts for about 150-200 rpm at full throttle.

You want to choose the prop that lets the motor operate within it's recommended WOT rpm range, which varies from one engine to another.

You can find your motor's recommended operating range in your owner manual or various sources on line if you don't have a manual.
