What kind of slippage should I expect?

I just bought a 25' pontoon with a 40hp motor. I am not looking to be a speed demon, but I just want to get as much out of it as I can..

It currently has a 12P prop on it which is too much as it is not developing the RPMs it needs to when loaded. I also believe, via help from a prop calc, that my slippage may be quite high. In the 50% range. I am contemplating a prop change to an 8p to bring the RPMS up. Loaded with 11 people, I can only muster about 3800 RPM. Dropping by 4" shoul give me around 800 RPM and bring it into the proper operating range.

Here is my question
1) If properly propped what would be an appropriate slippage percentage. Do pontoons just have normally high slippage>

I an hoping that dropping the pitch will also reduce slippage. Here is the prop I am considering..
