Motor all of sudden revs and slows down?

Hey guys new here. From research it looks like it could be a spun prop hub? Seems to only happen when I start to get get going faster. My dad said cavatation but I think it’s a spun hub. Motor is a 1996 Evinrude 25hp model e25reum. It is on a tracker 15 topper Jon boat that I decked out. It’s always done this but took it out the other day and seem to be worse. I’m guessing it’s the OG prop, it’s in great shape as far as I can tell. It’s a 10x13. Does this sound like a spun hub? Or something else going on like motor to high or low in water? And if so can I replace the hub or do I need a new prop? And if so should I go up or down with pitch? I am more interested in top speed over quickness.

Mark a line, inner splined brass to outer shell. Run it. Check mark. if disturbed spun prop.
