Boat stuck in drive?

While working on the boat this weekend doing a driveway test after replacing some parts..the boat now appears to be stuck in drive. The throttle handle shifter moves freely and does not lock. While rotating the propeller counter clockwise it locks. Having much trouble figuring out what went wrong and how to fix...any ideas??

locking prop CCW is F gear. Disconnect your remote linkage inside the engine. See if the remote control moves the center conductor of the shift cable. Then check the movement of the shift linkage inside the engine remembering that to go into R gear, the engine has to be running or someone needs to be simultaneously turning the prop to get the vertical edged cogs and slots to line up so the linkage can fully engage R.
