Tunnel Hull prop help

I have a 1994 Blue Wave 165 super T. I have a hi-jacker manual jack plate and a 90hp yamaha inshore. I also have a Permatrim plate on it. I just installed the plate and did loose about 1kts and 100ish RPM which I expected. I currently have a 13x15 amita 4 blade. I can only get 4400RPM sometimes 4600 depending on load. I'm only running 21kts at 4k and 25kts at 4400. I feel a 13x13 would be to small but I've got to get the RPMs up into spec. I know tunnels are a different beast but I have tried several different props. 3 blades are out of the question as I blow them out super easy. Any help is appreciated, I'm about to put my 140 jet on the thing lol.

Once boat is up and running the only "hard" water should be thru tunnel and foil should not effect speed as it should be above water surface on a tunnel. Have you got pics of setup???

Post pics of lower leg shot sideways for a better look of all horizontal plates. Can go from there...
