Prop Selection for 2059 Trophy

I need help selecting the best prop for my Trophy. My goal is to get out of the hole and stay on plane (not top end speed). I currently have a 14.5 x 19 and experience a lot of slip at WOT. At 4400 rpm I can barely hold 22 mph and I very easily drop out of plane if I go over a wave.

Details: 1992 Trophy Cuddy model 2059, 20' centerline, 8' beam, roughly 4600 lbs load (3600 lbs dry), 175 HP, 6 cyc Mercruiser Alpha One stern drive, 1.81 gr, WOT is 4400 to 4600 which I can hold but I just don't go anywhere.

I really do not need to go fast (28mph top end would be perfectly fine with me) but I definitely need to get out of the hole and stay on plane. Most prop calculators give me a prop close to what I have now or an even higher pitch. My gut feel is that I need to go down in pitch and possibly 4 blades.
