I am looking at buying a used pontoon

I’m looking at buying a used pontoon boat that the Owner placed on his grass with no boards under the logs. After 2 months sitting there he decided to move it closer to the road by pulling it across his lawn about 200 feet he did tear off a section 1 1/2 foot of the ribbing on one of the tubes how hard of a repair can this be

It cost me $200 to get my pontoons drained, patched, and pressure tested.Sounds like he lowered the price on his boat.
