if the key is in the on position but motor is not running does hour meter continue to run until batteries run down

It is supposed to. All the hour meter reads is when there is voltage going to it.
Now if it a computer, that's a different story.

It depends on whether it's hooked through the oil pressure sender or not.

On many older boats the hour meter is powered by switched (key) 12 volts, so yes. My old one did, anyway.

It all depends ... on how it is wired. :confused:

Some run continuously as long as the key is on. (Running or Not)
Some run only when the engine has oil pressure. (Running Only!)
Mine is wired to the Electric Fuel Pump which is only powered if the Engine is Running.

Your experience will vary! :D

On 99.9% of the gas engined boats, the key left on will run the hour meter.
If you leave the key on, yes the battery will run down, but not from the hour meter. The fact that the ignition is energized along with all the instruments are also on and drawing a lot more amperage than a clock.
The hour meter might run a battery down in a year.
