boat was clear coated by previous owner and now it is starting to blister badly. what can be done about this other than stripping off the clearcoat and taking it to get reapplied?

Unfortunatly, Yes. Ive seen sometimes where you can carefully strip the clear off with a single edge razor blade.

Sounds like it might be done with a product called Verti-Glass, this stuff will go on and appear like clearcoat, but will begin to bubble and flake if not applied correctly, If you contact the previous owner, find out if thats what they used, If so you can get a stripper made by Verti-glass to help remove it. I know a few fellow boater's that have used that product, with the results you describe one lasted 1 season and looked like H@ll after one winter, the other lasted almost 2 seasons.
