Bayliner boat with an AQ125 and a 270 outdrive !

I am helping a neighbor on his Bayliner boat and I am very new to this and have a question about the reverse lockdown latch . when the outdrive is all the way down it does lock , but what exactly makes it release so we can lift the outdrive , we are doing it manually at this point and can't figure out why it won't release on its own ?

stick the drive in forward. the shift mechanism is what operates the latch.

We did that with the key on but the engine was not running and it did not release ?

Does the electric lift system work?
Starting from the starboard side of the latch there is a stainless steel rod that goes up through the suspension yoke. At the top just below the electric lift push rod there should be a stainless steel button protruding from the yoke and are threaded to the stainless rod. Sometimes they have to be adjusted. Sometimes the button gets bent over.
