2001 Bayliner Capri

I have a 2001 bayliner capri and need guidance on the drain set up. It has a garboard main drain plug which is not a concern. Next to it is another drain which I believe is for the bilge. Does this second drain need a plug ?

If it really is the bilge pump outlet you don't want to plug that. Seems odd the the outlet wouldn't be higher up though. Need pics to be sure.

I have a runabout with two drains. One is for the bilge, the other is to pull the engine oil drain hose through. Both are plugged.

If the garboard drain plug is secure and you say the bilge does not get plugged, then how else could water get inside (besides rain). Is there another place to allow water inside the bayliner runabout ?
