1997 115HP Yamaha Missing Thermostats?

have a 1997 115HP Yamaha S115TL. I am doing some maintenance on the motor and I thought I would replace the termostats. I took off both of the thermostat cover and found no thermostats?! I have attached a picture of the thermostat cover removed and what I found. Am I looking in the wrong place, is there more to take off, what am I missing? The motor runs great, idles fine, I have never got a high temp alarm. Is this the location of the thermostat? Is it ok to not have the thermostat?

Yes there should be stats in there, buy new ones along with gaskets and install them.
the motor needs them to keep temperatures where they should be and to help force water to all parts of motor properly
