1990 yamaha 150 hp outboard

I have a 1990 150HP yamaha outboard. I do not get to use it much. It will crank if remove the black cover and spray carbuerator fluid into carbuerator.
If it sits for 45 minutes it will not refire unless we do the above. I changed the plugs, put stabilizer in gas. Hasn't been in water in 2 years. Is there anything that will help?

It also idles too low at about 500 rpm. Can I adjust the idle?

If "carberator fluid" is Hotshot or similar startnig fluid, quit doing that--you will burn out your motor.
You probably have ethanol poisoning and require attention to the old fuel in the tank, the seperator, the filters and carbs.
