As an addendum to above I figured out that the problem was the valve starter. Opened it up and it looked like a mud puddle in the bowl and had more corrosion than I have ever seen on any outboard motor part. Cleaned it well and it seems to have fixed the problem.
Now, does anyone know what the valve starter does???? Assuming it is an enricher of sorts.
Also, does anyone know what the proper adjustment is on it??
Any information would be appreciated.
