Throttle issues

150 HP 1999 2 stroke. Yesterday I was cruising towards the dock and shifted to idle speed and the motor kept going at cruising speed. I was able to turn away in time and managed to get it out of gear somehow. It would shift into reverse ok but continued to have issues in forward.
Today I started it up to mess with it a little at the dock. When I started it, it revved at about 3000 rpms then slowly came back down. When I shift into forward it revs very high. Back to neutral still revs high. Shift to reverse, revs high. Back to neutral and it revved where it should be.
I have some ideas of where to look but am looking for advice of a more specific place to start.

I would look at the throttle and shift cables at motor and controller to see it they jumped out of their holders

see if they move the proper parts on motor even without the motor running.
just be careful when shifting . prop shaft may need to be turned to line up the shift dogs going into reverse and forward, do not force it as yoou may bend things that will have to be replaced
