1997 DT140 Power tilt/trim...

I have 1997 Suzuki DT140 with Showa Power Tilt & Trim (I think Part #48503-94900-OED). The motor lifts & lowers fine and there are no leaks, When raised the motor stays up, (does not drift down). When in reverse the motor will raise, even at low throttle it will raise up, leaving me with no reverse. I’ve bleed the system a couple times and the first time I did it seemed to hold for a couple times in reverse then started raising again. I have bleed it a few times now and fluid has never been low, but still the motor raises in reverse at “just above idle” throttle.(will eventually rise up at reverse idle). Is this maybe a stuck check valve or possibly bad seals & O-rings on the tilt ram? What should I do next? Replace all the o-rings and seals, etc.? I cannot find much on a manual for rebuilding the Showa Pump.
