Yamaha 300s bogging down

i have twin Yamaha 300 outboards that sometimes bog down above 3000rpm. They start fine, idle fine, and run fine under 3000 every time, but sometimes won’t accelerate past 3000. It feels like one of the two wants to rev higher but the other doesn’t. The two engines are networked across the Yamaha EMS so I don’t know if the system is causing the good one to throttle down to match the bad one. When it happens I can turn them off, then start them again - like a reboot - and then they run fine. Has anyone experienced this?
