Well a run-on sentence makes it difficult to figure out what you are saying. A little punctuation goes a long way. Is it supposed to be?

Are you saying it runs on muffs or in a tank, but not in the water?
What is the compression? if the tank vent is not open, the primer bulb will likely collapse. Loosen the gas cap to allow air in. Fuel line could be the problem, as could the fuel pump and filter
