2008 Suzuki DF90 wont rev past 2800 rpms

Changed nasty plugs, crank sensor, fuel water separator filter and antisiphon valve without luck. The most rpms I get with WOT is 2800. Did have water in the fuel several weeks ago prior to the engines lack of performance. Any other suggestions on a possible cause is greatly appreciated.

have you tested anything to see if all is in spec?
that should tell you if filters are plugged but not injector screens
