Volvo Penta 3.0 Idle RPM tilt/trim problem

I just bought a 1997 4-winns with 3.0 Volvo outdrive. Trim operation is fighting me. Trim down works everything. Trim up won't work unless RPM is at or near 1000 RPM. I tested battery - 12.8 volts and drops to 12.5 trimming down. At idle trimming up (attempt) battery voltage doesn't move - like the switch isn't working. Above 950 RPM switch, motor, and pump all seem to be fine. At high idle, battery shows 14.4 volts, but volt meter doesn't move from 12.8 till RPM is up. Is the pump motor picky about +12.8 volts to operate? Or is it just tired? Does the switch need +12.8 to functions? Would love some wisdom on this before breaking things down.
