Fuel starving volvo 5.0L

Fuel starvation. I have a Volvo 5.0. “Carbureted”, with electric fuel pump. After I run for an hour and then shut off the engine for a hour or so, the boat will stall on me soon after getting on plane. I had the fuel pump Pressure tested by a dealer and he called it good. He installed a Mickey Mouse Heat shield on a water hose that runs very close to the fuel pump thinking it might be vapor lock. It's still starving. Insulated the water hose and the fuel hose with Insulating tape. Still starving! How can I pressure test the fuel pump myself? I think it must be weak. Or maybe I should look at the float&needle valve? I’m thinking it might be running the float bowl dry.? ANY IDEAS??
