my volvo-penta 1991 outdrive wont shift

I took my Chaparral out today and it would not shift into neutral or reverse. When I got it home I checked the outdrive lube and it was very low. I filled but what now. Could the gears just need adjustment or is my outdrive ruined?

How low is low? Was it showing up on the dipstick?
