Raw-water Intake problem - VOLVO Outdrive

I have a '87 Skipjack - dual 350's with Volvo Outdrives. I'm having a problem with the raw seawater intake on my starboard outdrive. No water is getting through. I've tried backflushing with a my land water hose into the pipe leading into outdrive (from inside the transom), but the water isn't going anywhere. I have cleaned the gills on the outdrive and nothing seems to be clogging but I have no idea what causing the clog in between the gills and the pipe. It something in the lower unit?? Please help! I hoping not to pull her out of the water...Thanks.

There is no pump in the lower unit, only the grill and a tube running up to the hose (and hose connection). Probably sea weed or something blocking the tube. My workshop manual cover up to 1993 - I don't know about later units.
