volvo 280 outdrive lower unit removal

having a cooling problem, water with mouse ears doesn't want to go thru to engine. all holes pluged on lower out drive. can i remove the lower unit to inspect and easily put back on?

pulling the outdrive can be a timely job, I would start by taking a look at the impeller first, to make sure it is operating first.. There isn't much on the outdrive to prevent water flow.. mostly just an intake tube.
