Rich , I actually had the garden hose connected to the inlet of the raw water pump on the front of the crankshaft so I’m thinking there’s plenty off water and the engine runs cool at 150 . But I agree with you that it’s a steering issue just not sure if it would be a defective actuator . I guess it’s possible.
After cleaning the hull I noticed what looked like ps fluid . It’s hard to see because the Volvo fluid is clear .I am going to explore a possible leak . Thinking maybe air in the system. There seam to be a lot of posts about that .

I'll pretty much guarantee its not air, all the fluid keeps circulating while the pump is running. Only when the steering is changed is there any pressure build up

Muc That’s good to know , thanks for the help . If they will give me a new one I think I’m going to swap it out .
