Trim motor problems

I have a 1999 Volvo Penta 5.0 GI on a 1999 Four Winns 214 Funship.

the engine trim works up and down when I bypass trim relays and connect it directly to 12V power.
when connected to boat power and trim relays, the engine goes down intermittently and stops.
the whole time the trim motor goes down, the motor “sputters”.

I already flushed and replaced trim liquid and both trim relays.

Can anyone think of anything else I should be looking for?

Sounds like and electrical issue and not fluid, and corrosion is the main problem. Clean the contacts and connections from the starter post thru to the throttle handle

Thank you for your answer, I tried to clean the contacts and connections to the best of my ability but there is a whole section I cannot access which is under the trim relays posts.
I will try it again though.

Don't forget the grounds, including that ones attached to the block
