1991 Volvo Penta fuel pump issue

I have a 1999 deck boat with a Volvo Penta 4.3 GM engine with 2 BBL carb. Last week my boat ran for about 20 seconds and died. No fuel was getting to carb. I pulled my brand new water/fuel filter and the level was about an inch below the top. I topped off the filter and reattached. The boat ran fine the rest of the day. The next morning, I had the same issue with the fuel filter and fixed it the same way. Does this sound like a fuel pump issue? It seems like fuel might be siphoning back into the tank. Are there any quick and easy things to check? I don't have a fuel pressure gauge, but I don't think that is the problem.

I am assuming this is a GL-something but please verify?

If its a GL then when the motor is cranking place a voltmeter on pin 85 of the relay to see if your getting 12V
