extreme high fuel pressure GM TBI!

Guys,
1998 volvo penta 5.0 gm TBI (50FBPBYC).
high pressure fuel reading exceeds 80 psi when running so it wont idle i believe due to flooding.
Pulled a plug, appears wet. Replaced both hi and low pressure pump.

Any ideas as to what would cause such a high pressure reading? Fuel regulator?

The pressure is controlled by the regulator which is part of the TB. Could try cleaning the reg, its is probably clogged and will not allow fuel to return back to the reservoir. Its item 11 in link and is also not available, but may be able to find one on ebay.
