No Speed at all

So I Have a aq225D with a 280 out dive everything is running fine but at (WOT) the boat will not move more than 6knts boat has no growth on the bottom / The boat is a bay liner 2450 Cier Flybige

There are many causes for low power, compression is low, to much or to little fuel, and others.

Is this a new to you boat, and if not when did the problem start?
What maintenance has been done, such as fuel filter, plugs, cap, rotor?

top three if your motor is making high RPMs and not going anywhere with your 280

spun prop hub? check with a sharpie marker
improper shift mechanism adjustment? - adjust per the factory manual before you burn up the cone clutches.
low gear oil and burned up the cone clutches? open your pocket book and buy a rebuilt upper trans

New to me yes engine is rebuilt going to check the prop thanks
