Ford 302 Inboard - Random Vacuum Hose? Placement?

I was cleaning up some stuff on the engine and noticed this hose zip tied close to the starter at the bottom of the engine. Engine runs great and no error codes. However, if this should be hooked up somewhere, I'd like to figure it out. If not, I'll just let it be......

Looks like both ends are disconnected, and if so, it was part of something which was changed. I have no idea, but I would lean to cut the zip tie and remove

That hose used to be plugged in to the bottom of the engine adapter housing, the purpose is for the flywheel’s spinning action to force water out the hose to protect the starter if water ever gets that high in the bilge.
