Outdrive trim stopped working

I have a 1973 Starcraft American with a Waukesha 302 and a Volvo Penta outdrive. Today (I didn't notice until we were trailering it) the outdrive trim wouldn't raise. The trim motor (?) sounded the same but the outdrive didn't raise. Any idea?

No idea, it's 45 years old, no markings on the outdrive.

I "think" it's a 270 / 270T from some old documentation I found online.

I got the boat out this weekend and spent a little more time. I can hear (sorry not yet out drive savvy yet) normal sounding whine of the tile mechanism but it doesn't move up. Any ideas?

The tilting difference between a 270 and a 270T are electrical mechanical or electrical hydraulic. Which one do you have?
If the drive was still in reverse it will not lift. The locking mechanism will get rusted and not release for trailering, try pulling it down while someone activates the switch to raise the drive.
