Guys

Using a Rinda Scan Tool what reading should the Throttle Postion Sensor Readings be at

Idle 600 rpm
700rpm
800rpm
900rpm
1000rpm
And so on

The TPS is a potentiometer. Voltage usually vary from 0.7 at idle to 4.8 at WOT. To stall the engine, the near idle numbers must be far off.

I'm not sure but the conversion should be straightforward. The % should approximately match the throttle butterfly position from full close to full open. If the TPS make your engine stall, it's because it's way off or not working at all.

When the butterfly is full closed should the IAC valve be slightly open ?

Do you have an OEM service manual for your engine? If you don't, you need to get one or you are wasting your time.

The IAC is constantly moving (open to close) to help compensate for a closed throttle body butterfly.

The Idle Air Control Valve. The idle air control (IAC) valve assembly on a combustible engine monitors and manipulates the amount of controlled air moving around the throttle plate. The IAC valve is managed by the electronic control module (ECM) of the engine, which calculates the position of the IAC valve.
The idle control valve works by regulating the idle speed of the engine. The idle speed of the engine is usually controlled by the engine of the computer.

Is it the voltage that shows up on the Rinda scan tool or %
Pretty sure you should be able to read both on the Rinda scan tool as you scroll through the live data...As you watch the data with the key on, engine off.....Move the throttle handle slowly open and closed a few times both on percentage and voltage....It will help self explaine the workings for you.
