Setting Timing 4.3GL-PWTR

I have a '99 Year Model in my 2000 Larson. Rebuilt engine last year and tried to set the timing. When I hooked the shunt to 12V the engine did not change RPMs in the slightest and I was never able to get the timing marks to line up while engine was idling. Tried hooking up before and after the engine was running. Went out today and I could hear the dreaded "pinging" under sharp acceleration and WOT. Start-up is perfect and my vacuum gauge indicates perfect as well. Can any experts suggest what might be wrong? I am inclined to think the distributor module is faulty, but my knowledge is limited in the marine dept. Appreciate any help. TY
