When I change gears on my Volvo penta dp out drive there is a big thud. Forward or reverse the other out drive is smooth no noise. I had the out drive serviced thinking that something had gone bad, not all checked out. Could it be the damper plate? Springs gone bad?

If it was the damper plate, you would get vibration from that engine. Are you getting extra from it. Might be hard to tell unless you stuck your head back there.

could be drive is low on oil or the shift cable has stretched and the linkage is now out of adjustment

Like Scott and Bruce say....
I'd think you need to get the boat on the hard and have a look at the oil in the drive as a primary measure. Take it from there.
Good luck.

That's if you are certain the rpm is only 700. They clunk if the revs are holding higher...been through this recently with a friend's boat. Was a carb, gear and throttle cable mechanism combined fault 🙈
