Temp Gauge not working

Recently got used boat 2006 Volvo Penta 3.0. My first one. Overheated first timeout melted rubber boot on the exhaust. I found that the impeller had just fell apart and was not moving any water. Replaced impeller, temperature sensor on exhaust elbow because it was bad and changed thermostat inside the housing. Everything started up fine and no leaks are visible. However noticed temp gauge still not working. Is the temperature sensor bad or the thermo monitor bad. What is the difference and what does each do. All other gauges working fine. Any suggestions.

Remove the wire and connect it to a good ground then turn on the ignition, the gauge should go to full scale, if not you need to check you have full voltage at the end of the wire.
To put it simply the temp sender is a variable resistor and the gauge measures resistance.
