1974 ESKA 7 HP OUTBOARD MOTORS Bracket lock

I dont see how to hold the motor to the stern bracket. There is no lock so when i pull start it the engine jumps up. How do i lock the motor to the bracket?

There is a thrust bracket under the stern clamps with a bolt that runs through it

And so i tighten up those bolts?

I think i am missing a part on the thrust bracket. i will check it out more. Thanks for the advice.
