Sea king 3.3 hp outboard motor year 1941

I bought this motor, actually 2 of them, and I can’t seem to get the one working. The other is for parts. Maybe I am doing something wrong. The carburetor seems to be leaking gas. I tried to replace the gaskets but it seemed to make it worse. Also I cleaned the gas tank with mineral spirits and put in new spark plugs. Any suggestions? Should I just replace the carburetor? Any help would be very much appreciated 😎

I saw a picture with an arrow on it pointing to the pet ****. Is that where the gas is leaking from?
